  • Sec. 16B.6. - Registration fee.
(a) At the time of initial registration or any subsequent reregistration, manufactured home park owners shall pay to the City of Oceanside such registration fee for each manufactured home rental space within the park, as established by resolution of the city council, except such spaces that are exempt from such fee because of a space rental agreement that meets the requirements of Section 798.17 of the California Civil Code.

(b) Park owners shall be permitted to pass through to the residents of the park the first twenty-eight dollars and sixty cents ($28.60) of the registration fee. The city council shall determine by resolution any allowable pass-thru adjustment of the registration fee over and above twenty-eight dollars and sixty cents ($28.60). Absent such resolution, park owners shall not be permitted to pass through any portion of the registration fee beyond twenty-eight dollars and sixty cents ($28.60).

(c) If a park owner does not pay the fee provided for in subsection -- (a) above within the time period established therein, a late charge shall be assessed in an amount equal to one dollar ($1.00) for each manufactured home rental space within the park for each month or fraction thereof that such payment is delinquent.

(d) No petition will be accepted from any park owner for a space rent ceiling adjustment of any kind, no hearing or other proceeding shall be scheduled or take place, and [no] space rent ceiling adjustment [shall be] granted or take effect for any manufactured home park for which there is an unpaid registration fee.

(e) No exemption from the space rent ceiling limitation by reason of the existence of a valid park rent agreement shall be effective for any manufactured home park for which there is an unpaid registration fee.
(f) The registration fee provided by this section is intended to defray costs associated with the administration of this chapter except those costs associated with NOI and special adjustment hearings, which costs are provided for under section 16B.15
(f) of this chapter.

(g) The city manager is hereby directed to maintain an accurate accounting of all direct and indirect costs of administering the regulations contained in this chapter. Upon request from the city council or commission, the city manager shall submit a report to the city council of such costs and any recommendation for a change in the registration.

I invited Oceanside Manufactured Homeowners Alliance, Inc. (OMHA) to our park on Saturday, April 12th at 1:00. This will be a good time for you to catch up on news concerning mobile home parks in our city and especially our park. Lunch will be served, so there is no need to bring food.

Water Charges

As of January 1, 2025, the City of Oceanside implemented new water rates for single-family residential customers. Water usage is billed per hundred cubic feet (CCF), with 1 CCF equating to 748 gallons. The rate structure includes two tiers:

Tier 1: Usage up to a specified threshold is billed at a lower rate per CCF.

Tier 2: Usage exceeding the Tier 1 threshold is billed at a higher rate per CCF.


Additionally, there is a monthly base service charge determined by your meter size. For a standard 5/8-inch meter, the base charge is $18.94 in 2024 and $20.42 in 2025.


It’s important to note that these rates are subject to change, and the City of Oceanside has announced a reduction in the San Diego County Water Authority (SDCWA) pass-through surcharge by 7.2% effective January 1, 2025.

Here are my comments to HCD on behalf of OMHA:

On behalf of the Oceanside Manufactured Homeowners Alliance, Inc.(OMHA) located in Oceanside, CA, we submit the following comments regarding the MRLPP:

We agree with the proposed changes and wish to add the following suggestions for HCD to consider in restructuring the MRLPP Plan:

Continue to collect the $10 “IF HDC” agrees to utilize the $8.3 million surplus funds by:

1. Hiring a legal team that reports directly to HCD’s legal staff, who are highly experienced and specialize in the Mobilehome Residency Laws, Title 25, Rent Control Ordinances and other manufactured homeowners issues.  We would like to see LSP’s located in locals where there are many mobilehome parks. This would better serve homeowners given short 25-day response times and HCD’s requirement to serve more people in need of legal expertise.

a) The HCD legal team can be the liaisons to the LSP contracts in place.With investment firms buying up MHPs and the need for truly affordable housing to increase for seniors and young families at the lowest income levels, living in California’s manufactured home parks, which is one of the few affordable housing choices available, we see MHP issues increasing.  If the MRLPP is to be effective, we need HCD to be prepared to help this growing segment of the housing picture.

2. Building back trust in the MRLPP program.  In the past, there have been multiple complaints regarding the effectiveness and accountability of this program.  If this is a staffing problem, fix it by hiring and training the right people with the sense of urgency and care many of these issues require. Consider hiring Seniors living in MHPs throughout CA to be your first line of defense.

3. Create regular marketing; highlight success stories. Increase the program's awareness to the Manufactured Homeowners' in CA through regular marketing bulletins.

4. Know your market!  Work on improving your website so it is easier for Seniors and less-technical folks to navigate.  For example:  I went to the HCD website looking for the link to the public comment page for the
MRLPP and if someone had not sent me the link, I doubt I would have found it.  The site should be easy to read for seniors.

5. Create a robust tracking, monitoring and follow up program that everyone can easily follow. Training and the right tools will make this program a success rather than a regret.

If these goals cannot be achieved, then we are in favor of suspending the $10 fee until HCD can get the right people in place to administer the MRLPP in a way that is beneficial to the  Manufactured Homeowners living in California's MHPs.
