CA Bills Passed

Here are the bills that have just passed and will be in the 2024 MRL & Title 25

Title 25 not MRL - SB 869, also Co-Authored by Senator Bill Dodd, would require any person, or person under contract, who is responsible for managing a mobilehome park to complete initial and annual training which is to include:

  • Mobilehome Residency Law
  • Rights and responsibilities of homeowners and management
  • Emergency procedures
  • Communication with homeowners
  • Title 25 of the California Code of Regulations
  • Mobilehome titling and registration
  • Applicable vehicle code provisions

A Certificate of Completion would be issued once the person has met all training requirements. The certificate must then be posted visibly and be available for inspection at the mobilehome park.


 If the mobilehome park management is out of compliance with these requirements, then HCD would have the authority to suspend the management’s permit to operate.

AB 2559 (Christopher Ward)
Reusable Tenant Screening Reports


The bill seeks to spare renters the cost of paying over and over again for credit checks and background screening. If a landlord voluntarily agrees to accept Reusable Tenant Screening Reports (RTSRs), the bill allows landlords to require applicants to state that there has not been a material change to the screening report, and prohibits landlords from charging applicants an application screening fee to access the report.

Landlords and tenants: 
California Law Revision Commission: study

Directs the California Law Revision Commission to study how to establish consistent, modern, reasonably-concise terminology in statutes governing the rental of residential real property without undermining existing caselaw and contracts.
