CA Bills Passed

Here are the bills that have just passed and will be in the 2024 MRL & Title 25

Title 25 not MRL - SB 869, also Co-Authored by Senator Bill Dodd, would require any person, or person under contract, who is responsible for managing a mobilehome park to complete initial and annual training which is to include:

  • Mobilehome Residency Law
  • Rights and responsibilities of homeowners and management
  • Emergency procedures
  • Communication with homeowners
  • Title 25 of the California Code of Regulations
  • Mobilehome titling and registration
  • Applicable vehicle code provisions

A Certificate of Completion would be issued once the person has met all training requirements. The certificate must then be posted visibly and be available for inspection at the mobilehome park.


 If the mobilehome park management is out of compliance with these requirements, then HCD would have the authority to suspend the management’s permit to operate.

AB 2559 (Christopher Ward)
Reusable Tenant Screening Reports


The bill seeks to spare renters the cost of paying over and over again for credit checks and background screening. If a landlord voluntarily agrees to accept Reusable Tenant Screening Reports (RTSRs), the bill allows landlords to require applicants to state that there has not been a material change to the screening report, and prohibits landlords from charging applicants an application screening fee to access the report.

Landlords and tenants: 
California Law Revision Commission: study

Directs the California Law Revision Commission to study how to establish consistent, modern, reasonably-concise terminology in statutes governing the rental of residential real property without undermining existing caselaw and contracts.

Legislature News - 2023

THE LEGISLATIVE YEAR COMES TO AN END


The Legislature has concluded the first year of a 2-year Session. For bills that passed the Legislature, the Governor will have until October 14 to act. GSMOL is requesting the Governor to sign the following two bills:


AB 318 (Addis)
 

AB 318: Mobilehomes Residency Law Protection Program – Extends the much-needed Mobilehome Residency Law Protection Program, thereby allowing mobilehome homeowners to continue filing alleged violations of the MRL with HCD.

AB 604 (Lee)
 
AB 604: Mobilehome Parks: Water Utility Charges - Provides further clarification about the previous bill, AB 1061, which protects mobilehome residents from arbitrary and unfair water “service” charges and fees. The bill clarifies the scope of AB 1061 to explicitly include residents of all mobilehome parks in each of the protections within the statute.

Rats, free inspections

Rats - the four legged kind 


Rats can spread disease, contaminate food, and cause costly structural damage. They are found in all areas of the County. Learning to recognize signs of rat activity, and how to prevent and control rat problems can protect you and your home against rats. 

The Vector Control Program provides educational rodent inspections FREE to County residents. It includes a Rat Control Starter Kit and instructions on how to properly implement rat control techniques. The Vector Control Program is not a pest control company and does not trap, bait, or remove rodents as part of the inspection, and does not provide poison bait.
