Please be advised that under the California Mobilehome Residency Law (MRL), California Civil Code § 798.37.5(a) [12]:

"With respect to trees on rental spaces in a mobilehome park, park management shall be solely responsible for the trimming, pruning, or removal of any tree, and the costs thereof, upon written notice by a homeowner or a determination by park management that the tree poses a specific hazard or health and safety violation." [12]

Key Notes & Statutory Obligations

Management Responsibility: Park management is solely responsible for performing the trimming and pruning required to satisfy a City of Oceanside Code Enforcement citation.
Cost Liability: Under California law, these maintenance expenses cannot lawfully be billed or passed directly to me as a mobile home lot resident.

Beat the Heat at the Clubhouse! — Did you know the Mission View West clubhouse is a "Cool Zone”? When temperatures soar during extreme heat days, please feel free to head over and cool off. The library is a great spot to relax, featuring comfortable chairs and a wonderful selection of books to enjoy while staying safe from the heat.

2026 California Mobilehome Residency Law — §798.37.5 TREES AND DRIVEWAYS — With respect to trees on rental spaces in a mobilehome park, park management shall be solely responsible for the trimming, pruning, or removal of any tree, and the costs thereof, upon written notice by a homeowner or a determination by park management that the tree poses a specific hazard or health and safety violation. In the case of a dispute over that assertion, the park management or a homeowner may request an inspection by the Department of Housing and Community Development or a local agency responsible for the enforcement of the Mobilehome Parks Act (Part 2.1 (commencing with Section 18200) of Division 13 of the Health and Safety Code) in order to determine whether a violation of that act exists.

Extreme heat can cause body temperatures to soar, and that can cause heatstroke, exhaustion, dizziness, nausea, confusion, headache and even death. We have a cool zone right here in our park. The clubhouse is air-conditioned and we have a library there with books and comfortable chairs so you can stay awhile and relax.

🧑‍🚒 At our park disaster plan meeting, we agreed to have a fireman to come and talk about fire safety. We scheduled a meeting for Thursday, September the 10th at 5:30. Mark this date on your calendar so you don’t forget when it is.

Stay Safe

Extreme heat can cause body temperatures to soar, and that can cause heatstroke, exhaustion, dizziness, nausea, confusion, headache and even death. People who are particularly at risk are children, older adults, people with chronic medical conditions, someone who is pregnant, and outdoor workers.

Search for cool zones in your mobile home parks. In Mission View West our clubhouse is air-conditioned and we have a library where there are books and comfortable chairs.

Guidelines include but are not limited to these items:

Call 9-1-1 immediately. Signs of heatstroke include dizziness, nausea, confusion and headache.

Begin cooling the person right away. Move them into the shade; spray them with cool water and fan them.

If they are alert, place them in a cool shower and monitor their body temperatures.

DO NOT give them fluids; a person with heatstroke may not be able to swallow safely.

There is no single law that bans grilling entirely in Oceanside, but there are some bans with strict safety regulations. Grilling outside at a mobile home park is governed by a combination of state fire codes, local fire department guidelines, and some places there might be some individual park rules.    

Single-Family Backyards

If you are grilling in the backyard of a detached, single-family home, there are no special permit requirements. However, the Oceanside Fire Department and CAL FIRE enforce general outdoor safety parameters:  

• Combustible Clearance: Grills must be positioned well away from home siding, deck railings, fences, eaves, and overhanging tree branches.  
• Safe Coals Disposal: Coals must be left to cool completely inside the grill before being transferred to a secure, non-combustible metal container. Never put coals in plastic, paper, or wooden trash bins.

Hear Chair Penny Russell share an update on OMHA and Oceanside’s mobilehome parks, including upcoming rent increases and when they will take effect.

Mission View West was in an evacuation alert zone during the June 8 Airport fire, and another nearby fire followed two days later at Camp Pendleton. Hear how Penny Russell’s park, Laguna Vista, was prepared and evacuated when ordered, and join the discussion on strengthening Mission View West’s emergency plan.

Did you get a charge of $19 on your latest utility bill? It’s likely this charge is not a charge that can legitimately be charged to residents. What do you think should be done, if anything? Sarah Hermanns will tell us more.
